This is a vintage 1969 Mattel Sea Devil action figure.He is about 6.5" tall. His right arm seems to be sprung so it cant be posed very well and there is a knick / small hole in rubber on left leg right above his knee, shows average play wear with smudges etc. Sold as-is.
